Chuck Feinberg is a Principal and the Executive Vice President of GbD. Mr. Feinberg is a highly versatile professional with more than 30 years of experience as a program and project manager in federal civil service and as a private consultant. He has proven expertise in assembling and leading public/private partnerships and in managing large, multi-faceted project teams. He has extensive experience in project technical and financial development, state and federal grant and proposal writing, and project and program management, both as a private consultant to federal agencies such as the EPA, DOD, DOE, and others; state agencies such as NYSERDA, NJBPU, NJDEP and others; and as a senior manager within the Army Corps of Engineers. His educational credentials in Engineering Management and as a Bar-admitted attorney (NY and NJ), together with his extensive history in a broad spectrum of high-profile engineering, environmental, construction, and energy project management give him a unique perspective. He has a proven track record of effectively managing staff and delivering quality products and services on-time and within budget, having held senior management positions in North America's largest engineering, infrastructure, and environmental consulting organizations (including Tetra Tech, TRC and AIG Finance). Mr. Feinberg has successfully led the visioning, strategy development, proposal writing and document preparation, budget development, negotiation, technical execution, reporting, record-keeping, and closeout of several large federal and state funded projects.
